Standing Committee Update
June 4, 2003
To: Clergy and Laity of the Diocese of El Camino Real
Over the past two weeks, several diocesan leaders have submitted their resignations to the Standing Committee and/or Board of Directors. Attached are the letters of resignation received by the Standing Committee.
We want to express our gratitude to these leaders for their dedicated service to the Diocese of El Camino Real:
The Rev. Maly Adams, St. Timothy's, Mountain View; Chair of Diocesan Council Mr. John Bindon, St. Timothy's, Mountain View; Board of Directors Mr. John Ezell, St. Timothy's, Mountain View; Treasurer Mr. David Foster, St. Timothy's, Mountain View; Chancellor The Rev. Robert Seifert, St. Timothy's, Mountain View; Board of Directors
While the Rev. Maly Adams has written a letter of resignation and showed it to the Secretary of the Diocese; the Standing Committee has not received it. She gave her verbal resignation to Diocesan Council at its meeting on May 20, stating that she was resigning because of a conflict of interest and needed to devote more time and energy to her parish responsibilities.
Appointments and Elections:
Board of Directors: New Directors will be elected to the Board by Diocesan Convention in January, 2005. Interim Directors will be appointed in the near future, by the Standing Committee as Ecclesiastical Authority. (Diocesan Canon 22.4 states: "If a vacancy occurs in any office or in the membership of any committee or commission for which neither the Canons nor the Constitution specify a method of replacement, the Ecclesiastical Authority.... shall appoint a replacement to serve until the next Annual Meeting of the Convention, or until a successor is elected or appointed, as the case may be.")
Treasurer: A new Treasurer will be elected by Convention in January, 2005. Last week, the Finance Committee voted unanimously to appoint Ed Markham to the vacated position of Treasurer. (Diocesan Canon 3.7 states: "If the office of the Treasurer becomes vacant between meetings of the Convention, the Finance Committee shall appoint a replacement to serve until a successor is elected.") Richard Mueller, Chair of the Finance Committee, writes: "Ed Markham has been active in the Diocese since its inception, and was a member of the original group that spun off from the Diocese of California to create the Diocese of El Camino Real. In his twenty-two years with the Diocese, Ed has served on the Standing Committee, the Finance Committee, Diocesan Council, Corporation, Stewardship Committee, and numerous other committees and commissions. He has also served as a Diocesan Delegate to General Convention. In 1998, following the retirement of Peter Wright, Ed was elected Treasurer of the Diocese. Ed retired in 2002. This coming January, the Convention of the Diocese will elect a Treasurer. Between now and then, Ed has graciously offered to work with interested candidates for the position, acquainting them with the duties of the Treasurer, having them `shadow' him to the various meetings attended by the Treasurer, and in general acting as a resource to answer any questions about the responsibilities of the Treasurer."
Chancellor: A new Chancellor will be appointed by the Standing Committee as Ecclesiastical Authority. (Diocesan Canon 3.11 states: "A Chancellor who shall be a communicant of the Church in this Diocese and shall be learned in the law shall be appointed by the Ecclesiastical Authority at each Annual Meeting of Convention and shall serve until a successor is appointed.")
Members and Chair of Council: (1) Members: As detailed in the Standing Committee's Update of May 20, two clergy members of Council resigned at the Council's May meeting. The Standing Committee, as Ecclesiastical Authority, will appoint two new clergy members to Council at its June meeting. (Diocesan Canon 6.4 states: "If a vacancy occurs on the Diocesan Council between meetings of the Convention, a replacement of the same order shall be appointed by the Ecclesiastical Authority subject to confirmation by the Diocesan Council, such replacement to serve until the next Annual Meeting of the Convention.") (2) Council Chair: The Standing Committee has recommended that Council elect its own chairperson. This election will take place at the Council's meeting on June 17.
